Fire protection maintenance in a CMMS: hydrant, sprinkler and fire pump checks with records ready for fire NOC renewal in India
How Indian factories can run hydrant, sprinkler, fire pump, alarm and extinguisher maintenance in a CMMS, what NBC 2016 and the BIS codes expect, and which records help at fire NOC renewal and the half-yearly maintenance certificate.
By Upvantix team
Fire protection maintenance in India rests on two layers. The National Building Code of India 2016 (NBC 2016) Part 4 says fixed firefighting installations must be maintained in line with the listed Bureau of Indian Standards (BIS) codes and Part 12, Asset and Facility Management. It also says first-aid firefighting equipment must be maintained periodically "so as to ensure their perfect serviceability at all times".
The BIS codes set routine checks with records. IS 13039:2014, the current hydrant code, asks for every hydrant to be examined once a week and for hydrant pump sets to be run for at least 5 minutes every day. The editions of the extinguisher and alarm codes that NBC 2016 lists, IS 2190:2010 and IS 2189:2008, ask for monthly extinguisher inspection with quarterly maintenance, and a weekly fire alarm test entered in a log book.
States tie this to renewal. Under Uttar Pradesh's 2024 rules, a Fire Safety Certificate is renewed online a month before expiry, followed by a fire station inspection. Uttar Pradesh and Maharashtra both require a maintenance certificate every January and July.
A computerized maintenance management system (CMMS) turns each system into assets with PM schedules and checklists, raises every defect as a work order and keeps the dated completion history. The evidence is ready before the inspector asks.
Where fire protection maintenance usually slips
Fire departments check maintenance as well as certificates. On 21 October 2026, the fire department ran pre-Diwali inspections in Bijnor at firework manufacturing and sale sites and told operators to keep firefighting equipment working and regularly maintained. In early October 2026, the fire NOC of a tyre factory in Shikohabad, Uttar Pradesh, was cancelled after a fire; the inquiry reportedly found firefighting arrangements inadequate.
Neither report says which equipment was at fault, and this guide does not guess. In practice, routine maintenance tends to slip in a few predictable places:
- A control valve that is not reopened after maintenance or a modification.
- Pump run checks that drop off the schedule, or diesel engine batteries that are not checked.
- Extinguisher service dates that nobody tracks.
- Panel fault indications that are not followed up.
- Records held only in the annual maintenance contract (AMC) vendor's file.
Each one is fixed the same way: a schedule, a named owner and a dated record.
What the rules expect: NBC 2016 Part 4 and the BIS codes
NBC 2016 Part 4, Fire and Life Safety, states: "The fixed firefighting installations and systems shall be maintained in accordance with good practice and the Part 12 Asset and Facility Management of the Code." The good practice it lists includes the BIS codes below.
| System | Code and edition | Routine the code sets | Record |
|---|---|---|---|
| Portable extinguishers | IS 2190:2010 (edition listed in NBC 2016) | Inspection at least monthly by trained, competent people; quarterly maintenance; a more thorough inspection at least once a year; hydraulic pressure testing so that at least a third are tested each year | Inspection and maintenance records per extinguisher |
| Detection and alarm | IS 2189:2008 (edition listed in NBC 2016) | Daily check that the panel shows normal; weekly test of at least one trigger device per zone; quarterly inspection by the user; annual inspection covering at least 20 percent of detectors each year | Log book entries |
| External hydrants and hydrant pumps | IS 13039:2014 | Every hydrant examined once a week; hydrant mains tested once a fortnight with a pump at maximum pressure; cut-off valves operated monthly and overhauled annually; pump sets run for at least 5 minutes every day; pump suction and delivery valves examined every six months | Drill register, including pump run duration and defects; insulation resistance record for electric pump motors |
| Fire water tanks | IS 9668:1990 | Static water tanks in industrial establishments inspected once every week; reservoirs monthly | Inspection records |
| Hose reels | IS 3844:1989 | Once a year, hose reels fully run out at operating pressure with a flow test | Test record |
Two cautions. First, codes are revised. BIS now lists IS 2190:2024 and IS 2189:2026 as the current editions of the extinguisher and alarm codes. This guide has not reviewed those revisions, so confirm their routines before you build schedules from the earlier editions above. Second, frequencies also differ by occupancy and state rules.
Sprinkler systems are designed and installed under IS 15105, and fire pumps are specified under IS 12469; neither is a maintenance schedule. Set sprinkler inspections, and any pump tests beyond the hydrant code's daily run, as the applicable standard, your insurer and your fire authority require. Your fire consultant or licensed agency should confirm the final schedule for your site.
Fire NOC renewal and half-yearly certificates in practice
In Maharashtra, the Maharashtra Fire Prevention and Life Safety Measures Rules, 2009, as amended in 2025, provide for a certificate issued by a licensed agency twice a year, in January and July, in Form B. The certificate states that fire prevention and life safety measures are maintained in good repair and efficient condition.
In Uttar Pradesh, Fire Safety Certificate validity under the Uttar Pradesh Fire and Emergency Services Rules, 2024 depends on the building category, and the state government can change it by order, so check the current UP rules before you plan renewals. Renewal is applied for online in Form-A11 one month before expiry, and a Fire Station Officer inspects. The owner or occupier also furnishes a maintenance certificate every January and July in Form-A8.
Other states have their own Acts and rules, so check yours. Enforcement is active: by early September 2026, Odisha Fire and Emergency Service had served notices on about 800 buildings, including 63 industrial units, for allegedly operating without mandatory fire safety certificates.
Setting up fire protection maintenance in a CMMS
- Register each system and its parts as assets by location. Include the fire pump set (main electric, diesel and jockey pump), the hydrant ring main and each hydrant and valve, sprinkler zones and control valves, detection zones and the panel, each extinguisher with a QR tag, hose reels and fire water tanks.
- Attach documents to the assets: approved drawings, the current fire NOC with its expiry date, the AMC contract and the last licensed agency certificate.
- Build a PM schedule for each routine in the table above, each with a checklist. Capture readings such as pump pressures, tank level and panel status.
- Run checks on mobile at the asset. Scan the QR tag, then record photos, readings and notes.
- Raise a corrective work order with a priority for every failed item. An isolated sprinkler valve or a fire pump that does not start goes to the top. The same discipline applies to closing safety audit findings as work orders.
- Record AMC vendor visits as work orders against the same assets, with the vendor's report attached.
- Before renewal or the January and July certificate, pull the completion history and open defects for each system.
Hydrant valves, sprinkler valves and fire pump work often need an isolation. Link impairments to permit-to-work for hot work and other isolations. Plan spares for pumps and valves so a failed check does not wait on parts.
What the record should hold for each check
This is a recommended structure, not a legal format.
| Field | What to capture |
|---|---|
| Asset and location | For example, hydrant H-12 in the east yard, or an extinguisher by its QR tag |
| Routine and code reference | For example, the weekly hydrant examination under IS 13039:2014 |
| Due date | From the PM schedule |
| Done date and by whom | Technician or vendor name |
| Readings | Pressure, tank level, panel status |
| Result | Pass or fail |
| Defect work order | Number of the corrective work order |
| Parts used | Gaskets, hoses, cartridges |
| Evidence | Photo or vendor report |
| Verified by | Supervisor sign-off |
Who does what: in-house team, AMC vendor and licensed agency
Keep the roles clear. The CMMS holds the plan and the evidence. The in-house team runs routine checks and fixes. The AMC vendor carries out the work its contract covers. IS 2190:2010 says quarterly extinguisher maintenance is carried out by the manufacturer, an authorised agent or professional firemen.
Certificates are still issued by people with legal standing: a licensed agency in Maharashtra, and fire officers under the Uttar Pradesh rules. A CMMS does not issue or replace those certificates, or the fire NOC.
Fire systems are not the only statutory equipment a plant maintains. Our guide to statutory inspections of lifts, hoists and pressure plant covers equipment under different rules. If you run chemical and process plants or other sites classed as high hazard industrial occupancies in Uttar Pradesh, each Fire Safety Certificate renewal includes a fire station inspection, so the record is checked at every renewal.
How Upvantix CMMS fits
Upvantix CMMS holds the asset register, equipment hierarchy, locations, documents and history. It runs PM schedules, maintenance planning, checklists and inspections, and turns findings into work requests and work orders with priorities, status and completion records. On mobile, technicians get asset lookup and QR access, procedures and checklists, photos, notes and measurements, and parts and time capture. Upvantix CMMS is designed for deployment in your AWS environment. It is a maintenance system, not fire engineering or certification.

Common questions about fire protection maintenance records
How often should fire extinguishers be inspected in India?
IS 2190:2010, the edition NBC 2016 lists, asks for inspection by trained, competent people at least once a month, a quarterly maintenance procedure, and a more thorough inspection at least once a year, with hydraulic pressure testing on a cycle. BIS has since published IS 2190:2024, so confirm the current routine with your licensed agency.
How often should fire hydrants be inspected in a factory?
IS 13039:2014, the current BIS hydrant code, asks for every hydrant to be examined once a week, hydrant mains to be tested once a fortnight with a pump at maximum pressure, and cut-off valves to be operated monthly. Confirm the schedule for your site with your fire consultant or licensed agency, because state rules can add requirements.
What fire alarm tests should be logged every week?
IS 2189:2008, the edition NBC 2016 lists, asks for at least one trigger device in each zone to be tested every week, with an entry in the log book. It also sets a daily panel check, a quarterly inspection by the user and an annual inspection. BIS has since published IS 2189:2026, so confirm the current routine.
How long is a fire NOC valid for a factory?
It depends on the state. In Uttar Pradesh, Fire Safety Certificate validity depends on the building category, so check the current UP rules before you plan renewals. Renewal is applied for online a month before expiry. Check the rules of the state where your plant operates.
What is the Form B fire certificate in Maharashtra?
Under the Maharashtra Fire Prevention and Life Safety Measures Rules, 2009, as amended in 2025, the owner or occupier must furnish a certificate from a licensed agency every January and July, in Form B. It states that the fire prevention and life safety measures are maintained in good repair and efficient condition. The agency issues it, not the plant.
What records help at fire NOC renewal?
Keep the dated completion history for each system, open and closed defect work orders, AMC vendor reports, readings such as pump pressures, and the last half-yearly maintenance certificate. In Maharashtra and Uttar Pradesh that certificate is due every January and July, so a clean maintenance record makes both the certificate and renewal easier.
Can a CMMS replace the licensed agency certificate?
No. A CMMS holds the maintenance plan and the evidence that checks were done and defects closed. The half-yearly certificate in Maharashtra comes from a licensed agency, and in Uttar Pradesh the owner or occupier furnishes it and fire officers inspect for renewal. The CMMS record supports those steps but does not replace them.
